Indonesia is focussing in a major way to promote data governance by G20 states to develop common principles for cross-border data flow as well  empower youth towards sustainable empowerment like India.

Indonesia, as the current G20 chair, is encouraging G20 countries to strengthen understanding on data governance through the Digital Economy Working Group (DEWG).

"Data on e-commerce platforms may cross national borders. So, our goal at the G20 is to strengthen data governance," according to DEWG chairperson of the G20 under Indonesian presidency, Mira Tayyiba.

The use of data traffic flows globally in the 2020-2026 period is estimated to increase by three times, she said. Currently, there are different backgrounds in data governance in each country.

“The issues of Cross-Border Data Flow (CBDF) and Data Free-Flow with Trust (DFFT) are the most exciting because the more we use the digital space intensively, the more we will talk about data," said Tayyiba.

DEWG, she said, seeks to build a common understanding on data management so that G20 member countries can learn from each other and understand each other.

Through a mutual understanding, G20 member countries can seek common principles as the basis for cross-border data flow, including the principles of lawfulness, transparency, fairness and reciprocity.

The discussion on the issue of data flow across national borders aims to show the important role of data in digital economic opportunities, said Tayyiba. The forum also provides definitions of personal data, both general and particular.

Three governance principles which include legitimacy, fairness and transparency can be applied to data in general. While the principle of reciprocity applies to personal data.

Tayyiba said the principles were still under discussion and no conclusions had been drawn yet.

Ahead of the G20 summit, Indonesia also held a Y20 or Youth summit last week. The younger generation has high potential to create sustainable and inclusive jobs, the Coordinating Minister for Economic Affairs Airlangga Hartarto stated during the closing of the Y20 Summit.

Y20 is a forum for future young leaders from G20 member countries for discussing, debating and exchanging ideas regarding the agenda of the G20 presidency.

As the G20 president, Indonesia strives to facilitate opportunities for members of the younger generation to become important actors within the Sustainable Development Goals (SDGs) in 2030.

The effort is accommodated by the government within the Y20 forum that raises four main areas of focus: youth manpower, digital transformation, sustainable and liveable planet as well as diversity and inclusion.

The Indonesian government has offered the Pre-Employment Card Program that provides access and financing for the younger generation to conduct upskilling and reskilling. This is expected to bolster their competitiveness in the working world.
